Kentucky plumbing licenses run through one state division

Kentucky licenses plumbers, not plumbing companies. The Division of Plumbing in the Department of Housing, Buildings and Construction (Kentucky Department of Housing, Buildings and Construction) issues master and journeyman plumber licenses. Kentucky has no separate plumbing contractor license. A company runs its plumbing work through a licensed master plumber connected to the business.

That setup makes the master the hinge of the whole business. If your company's plumbing work rests on one master, plan for what happens when that person retires or leaves, and confirm the steps with the Division of Plumbing. Growing shops often license a second master before they need one.

State law requires a master or journeyman license to work at the trade, and apprentices are exempt from licensing. Cities and counties don't issue their own plumbing licenses. They can adopt and enforce the Kentucky State Plumbing Code, issue permits, inspect work and collect occupational license fees. So a master licensed in Lexington can work in Louisville, subject to that city's permits.

Masters renew under 815 KAR 20:030, which lists proof of insurance as part of the renewal, along with continuing education. An inactive master plumber can't pull permits or advertise. If you step back from contracting, plan for that before your next renewal.

We found no license bond in Kentucky's plumbing statute or its master plumber licensing rule. Local permit bonds can still apply, so ask the permit office in each city where you work.

Kentucky workers' comp kicks in at one employee

In Kentucky, any business with one or more employees needs workers' comp, unless it works solely in agriculture. Plumbing gets no construction-specific threshold, so your first helper triggers it. The license law adds a second reason: proof of comp compliance is part of keeping a master plumber license active.

Owners are outside the system by default. Business owners, qualified partners and qualified LLC members count as employees only if they elect coverage by endorsement. Corporate officers and some other covered people can choose not to be covered under the commissioner's rules. The Department of Workers' Claims (Kentucky Department of Workers' Claims) handles those filings.

Penalties stack up fast. Failing to carry coverage brings fines of $100 to $1,000 per offense, and each uninsured employee and each day counts as a separate offense. Subcontractors are the other gap. When your carrier audits payroll after the policy year, a sub who can't hand over a current comp certificate can be treated as your employee. Flood, sewer and old-pipe risks in Kentucky

River and flash flooding

Kentucky gets both slow river floods and sudden flash floods. The Ohio River crested at a record 80 feet at Cincinnati, across from Covington, in January 1937. In late July 2022, 14 to 16 inches of rain fell on parts of Eastern Kentucky in five days, rain with less than a 1-in-1,000 chance in any year. The flood killed 39 people and set a record 43.47-foot crest on the North Fork Kentucky River at Jackson.

Your commercial auto policy's physical damage coverage can respond to a flooded van if you carry it, while loose tools inside usually need a tools floater. Check both before the next spring rise.

Sewer overflows in the big metros

Louisville MSD entered an EPA consent decree in 2005, amended in 2022, over combined sewer overflows inside the I-264 Watterson Expressway. Lexington-Fayette entered its own Clean Water Act consent decree in January 2011 to stop sanitary sewer overflows. Both decrees reflect aging sewer systems, and both point to the risk of sewage backups on private property.

Standard general liability has a pollution exclusion, and whether sewage at a customer's home is a "pollutant" depends on the facts and on how courts read it. Many contractor policies also add a fungi or bacteria exclusion. If you clear mainlines, repair laterals or tie into sewer, ask how your policy handles a sewage release.

Example scenario: A crew replacing a collapsed clay lateral behind a Highlands bungalow opens the line during a heavy rain. Sewage backs up through a floor drain into the owner's finished basement, and the homeowner's family later reports illness. A GL policy with a bacteria exclusion may leave part of that claim uncovered. Contractor pollution liability is the usual way to fill that gap, depending on the form.

Old river-city housing

Statewide, Kentucky homes are fairly new, with a median build year of 1982. The old-pipe risk clusters in the river cities. In Covington, 44.0% of homes predate 1940 and 60.2% predate 1960, far above the national shares of 11.7% and 25.6%.

Covington's median home was built in 1947, and 44.0% of its 21,048 units date to 1939 or earlier. Service work in homes that old is the heart of residential plumber insurance.

Bowling Green

What goes into a Kentucky plumber insurance price

The state sets your general liability floor at $250,000, but your contracts usually set the real number. Many commercial GCs and property managers want limits well above that, often met with a $1 million policy and sometimes an umbrella on top.

Location shapes the rest. A shop in a river floodplain, or one that runs mostly sewer work in Louisville, gets different questions from a remodel plumber in Bowling Green. Comp depends on how your payroll splits between plumbing and any sewer construction, since carriers rate those as different classes.
