DOPL's insurance rules for Utah plumbing contractors

Utah licenses plumbers and plumbing contractors through one state agency, the Division of Professional Licensing (DOPL) in the Department of Commerce (Utah Division of Professional Licensing). We found no separate city plumbing license, so a shop in St. George answers to the same rules as one in Ogden.

DOPL licenses people at five levels: apprentice plumber, residential journeyman, journeyman, residential master and master. A master plumber needs 4,000 hours as a licensed journeyman working as a supervisor, or an associate-type degree plus 2,000 hours, and must pass the Utah Master Plumber Law and Rule exam.

The business holds a contractor license. Plumbing has two classifications:

  • P200, general plumbing contractor
  • P201, residential plumbing contractor

Plumbing contractor applicants complete a 30-hour pre-licensure course, five hours more than other specialty contractors.

Match the classification to the work. A shop that only plumbs homes fits P201, while commercial jobs call for P200. Your liability policy has to cover the scope of work you're licensed for, so tell your carrier when you move from one to the other.

The business itself registers with the Utah Division of Corporations and gets an EIN. Once you have employees, you also need state withholding and unemployment registrations.

Utah workers' comp and the coverage waiver

The Utah Labor Commission puts it simply: with a few exceptions, every employer has to cover all its employees (Utah Labor Commission employer comp). One helper is enough to trigger it.

Owners with no employees use a Workers' Compensation Coverage Waiver (WCCW). These can get one:

  • sole proprietorships with no employee other than the owner
  • partnerships with no employees other than the partners
  • LLC members, where the LLC is treated as a partnership
  • corporate directors and officers
  • independent contractors in those groups with no employees

The processing fee is $50, and it's not refundable.

Watch the corporate shortcut. Utah lets a corporation with no employees except up to five directors or officers exclude itself, but only if it doesn't contract out work. The Labor Commission names construction contractors as an example of corporations that can't use that exclusion, so they apply for a waiver instead.

Subs need paperwork too. Before a sub starts, get either a comp certificate or a copy of their waiver. If a sub with workers can't show coverage, your carrier's auditor may count that sub's crew as your payroll after the policy year, and the premium follows. Skipping coverage costs more than the premium. The Labor Commission lists penalties of at least $1,000, injunctions that can stop you from operating, and loss of the "exclusive remedy" protection, which means an injured worker can sue you for damages. Fault lines and fast growth: Utah's plumbing risks

Earthquakes along the Wasatch Front

The Utah Geological Survey's Working Group on Utah Earthquake Probabilities estimates a 43% chance of one or more magnitude 6.75+ earthquakes in the Wasatch Front region within 50 years, and 57% for magnitude 6.0+. On March 18, 2020, USGS recorded a magnitude 5.7 quake about 5 km north-northeast of Magna.

Shaking can break rigid supply lines, water heater connections and gas piping. If a water heater you set comes loose in a quake and floods a basement, you may face questions about whether the install met code. New construction in southern Utah

In St. George, 30.7% of housing units were built in 2010 or later, per the 2024 American Community Survey. That much new rough-in and trim-out means completed operations exposure, which covers damage that shows up after you've finished and left. On a GC's project, the builder's risk policy may not cover your materials before they're installed, which is the gap an installation floater fills.

A license that depends on your policy

Because the $1 million / $2 million policy must stay in force for the whole licensure period with DOPL as certificate holder, a lapse or a drop below the minimum puts the license itself at risk. Set renewals to auto-pay, and don't trim limits to save money.

Example scenario: A plumbing contractor switches carriers mid-year to save on premium, and the new policy starts three days after the old one ends. When a GC asks for a fresh certificate, the gap shows up, and the owner spends the next week sorting out the license instead of running jobs.
